Delhi cops get a new application

The Common Integrated
Police Application (CIPA) was formally launched and was rolled out in all the
128 police stations of Delhi. Inaugurating the CIPA at Connaught Place Police
Station this morning, Union Minister for Communications and IT, Dayanidhi Maran
said that the application aims at automatising the workflow at the police
station and reducing the paper work.

“Police station is
the primary unit for public interface for law and order and improving the
efficiency of police stations is therefore very vital for enhancing the image of
the police in the minds of every citizen and by this new technology, the police
force will be able to perform much faster and in a easier way,” Maran said.

He said that the CIPA
would cover all 15,000 police stations in the country in the next three years.
Ministry of Home Affairs launched the CIPA in 2004 with a view to reduce manual
records/register maintenance at Police Stations.

It also eliminates
duplication and inconsistency in record keeping and facilitates maintenance of
details of criminals. One can keep a track of the status of cases through CIPA
as it brings an element of transparency in the working of Police.

The CIPA project is
being carried with the initiative of National Informatics Centre (NIC). The CIPA
project is a part of the National e-Governance Program. Maran urged the NIC to
speed up the rollout of CIPA and to ensure that it is completed on schedule.

Lt. Governor of Delhi
BL Joshi said that Information Technology could play a very vital role in
improving the functioning of the police organisation, by facilitating easy
recording, retrieval and analysis of pile of information.

He said it could usher
in a sea change both in crime and criminals handling and related operations, as
well as administrative processes, thereby allowing the police serve citizens
better. Commissioner of Police KK Paul said that they have already trained
around 800 police personnel about the use of this application. He said that they
would have sufficient number of trained police personnel by next year.

The Government has also selected 26 Departments to be
e-enabled in a time bound manner on the basis of interface of these Departments
with the citizens. These include Land Records, Registration, Panchayats,
Municipalities and Police.
