E-Gov summit calls for proper implementation, framework

“Priority should be given to the framework for the successful implementation of the National e-governance project," said K Subramanian, IT Adviser to CAG of India and DDG (NIC), Ministry of Communication and IT, at the Dataquest E-Gov Summit 2006. 

Addressing the Summit on the Vision 2020 for e-Governed India, Subramanian said that there are certain pre-challenges in implementing the project. "The challenges are the information access to public and empowering the people. The government should bring about awareness among the people to bring about the benefits that can be achieved from e-Governance project," he added. 

He added that the system should be affordable for the common public for successful implementation.

IT Secretary Delhi, Prakash Kumar said that the main objective of the government is to make all the services accessible for the common man through 'one-stop-shop'. "Our aim is to create an integrated of database for the people, and all the financial as well as governmental institution making it easily available for all. The government is also planning to introduce a unique ID for each citizen under this NeGP. Our priority is to meet the challenges for successful implementation," Kumar added.

Director, e-Governance Program Management Unit, DIT, Ashish Sanyal suggested that the most important challenge is the implementation, which would play a vital role in the success.

However, DM Sitapur, Uttar Pradesh, Amod Kumar urged that the government should focus on educating the ministers and bureaucrats for early implementation and proper penetration. "The ministers and the bureaucrats should be given lessons on the e-Governance project so that they take special initiative to reach the masses. The ministers are the people who mostly interact with the masses in the interior rural areas, and by educating them would mean speedy implementation of the project," Prakash added.

Prakash stressed that the success story of the NeGP could only be sung with the initiative of the State Government. He said that there should be transparency in the implementation of the project, which would bring in faith among the masses.
